Oddly enough, if you smell a strong chlorine smell that we usually associate with a "clean" pool, you're actually smelling the Trichloramine which is a byproduct of urea meeting up with chlorine. If strong enough, breathing it in can cause lung problems.

Adding chlorine won't really help because urine is sterile. UV or ozone cleaners will help though. Depending on the size of the pool you can get ozone generators for a couple hundred bucks.
