it may be, but not a huge indicator.

The best indicator for the crust to displace is when MAGNETIC NORTH starts to act wildly. The polar Ice Caps need to line up with magnetic north, not true north. when they get too great a distance apart, the earths wobble intensifies. if they don't get back together, the earth's wobble becomes too great to correct and the crust will slip from the weight of the caps (angular momentum). the crust will fling the crust (caps included), towards the equator to balance itself and correct the wobble. This happens on a regular basis of 60000 to 12000 years.

I don't know. the new north ends up in a different place each time this happens according to the books.
