To my knowledge, the 13th ammendment was never ratified by 2/3 of the states and thus for never went into effect.

Quoting: Deplorable Zenobia Technically, nothing. It was passed by congress with no expiration date but was never ratified fully by the states. Theoretically, if a grass roots campaign were started to 'jump start the 13th', if enough support could be garnered, then there would be a possibility of ratifying it. Last I heard, 12 states had ratified it and another 26 were needed to fully ratify it.
