To my knowledge, the 13th ammendment was never ratified by 2/3 of the states and thus for never went into effect.
Quoting: TheGasMan II Oh wait!....my bad...most of our elected officials today are lawyers. Never mind. Technically, nothing. It was passed by congress with no expiration date but was never ratified fully by the states. Theoretically, if a grass roots campaign were started to 'jump start the 13th', if enough support could be garnered, then there would be a possibility of ratifying it. Last I heard, 12 states had ratified it and another 26 were needed to fully ratify it.
