Reddit has a thread with sensible, plausible explanations.
Most likely LE think she's alive and in a hostage-type situation likely with someone she might know or have seen before. Hence the increasing size of the reward money.
The man living next to the pigless farm (no pigs in residence) was assumed to have known something as that's where her device was found. He passed the lie detector test.
