expat in Mexico video disclosure on youtube- funded by the Chinese?

I've never seen seen this kind of disclosure on youtube before. Looking up expats in Mexico, I came across this video-

[link to www.youtube.com (secure)] on the CGTN channel. I'm not familiar with "CGTN America" and this is the first video by CGTN I've ever watched.

Below it is a notice that the CGTN channel (I don't know what that stands for) is funded entirely or in part by the chinese government.

Why would the Chinese government be posting videos about happy American expats in Ajijic Mexico?

I just thought that was really weird. I've never seen a notice like that on any youtube video before.
