No, it's only 13 times Jupiter's gravity. But even if it was 200 times it still wouldn't matter, it's 20 light years away. Clearly you have no concept for how huge that is. That is 1.892*10^14 kilometers. Even at 200 times Jupiter's gravity, the gravitational attraction our solar system would feel at 20 light years away is only 7*10^-16 m/s^2. In other words, you could measure the acceleration using individual protons as yard sticks, it's way too small to matter, it's the very essence of "negligible."

In terms of tidal force, such an object, even at 200 times Jupiter's gravity, would only exert 4.9 * 10^-27 g on earth, or about 4.3*10^-20 of the amount of tidal force we feel from the moon. Even if you consider the tidal force across a distance equal to twice the current distance of Voyager (143 AU), from one end of the solar system to the other, the amount is only 3.3*10^-20 g or 2.9*10^-13 of the amount of tidal force earth experiences from the moon.
