The fact that the police have everyone in the area in lock-down and don't know if there are any other suspects leads me to believe it was a planned event rather than a domestic violence incident gone nuclear or a "mentally-ill lone gunman".
A planned event could mean something gang-related or a coordinated terrorist attack with an unknown number of participants who are possibly still at large.
