Take it to the vet if you can afford it. If it's tender, then there might be some sores.

Sheesh, my kitteh's vet isn't like that. He's more a petarian.... that's the pet form of humanitarian.

remove the clumps with a good cat brush or use your hands, if kitty lets you.

Temptations are less than 2 calories each, lol. Give him moar, moar!

to be honest if you had a picture for reference (i mean you dont need a pic you got the actual cat) you should be able to find whats going on somewhere on google. there are ENDLESS ammounts of pet websites with free info

They're cysts. My friend had a cat that was severely overweight, and he had clumps like that on his back. All the vet can do is drain them. Does your cat go outside?

Try to wash him if you can and cut off the matted fur. If you see any sores then definitely take him to a vet.

Try to brush that area once or twice a day after that to keep him from getting anymore mats or tangles.

It happens and is usually not a big deal if you get to it pretty quickly., but the mats hurt so try and prevent them if you can.

If left untreated it can turn into infected sores.

dandruff usually means not enough oil in its diet, but it's fat so feeding it oily food is going to make it fatter. I'd get some pet clippers and shave its butt. The clumpy is probably dried sh_t because it's fat and lazy and can't manuever in the litter box. Nothing you can do about the fatness really, it's just cat genetics. Some get fat and lazy and some don't. Shave it's butt or half it's body or make it look like a lion.

Go to your local Co op and ask for an antibiotic spray. They make several. It can be used on all mammals and I've even used it on my neighbors spider bite. Mine is packed up now ( I'm moving) so I can give you the name. I swear by that stuff. We've saved many vet bills by using this stuff. It has a picture of a horse head on the bottle and it cost about 30 bucks.

Worm your cat OP.Especially if it is an outdoor cat.

He might be allergic to fleas. Take him to the vet.

Kitty may be avoiding grooming those areas because of a medical problem. I think you should bring him to the vet. It's always a good idea to have a complete exam once in awhile anyway.

Most vets are in it because they love animals.

The Vet can assess what it is that is causing the fur to matte up like that and teach you to care for it properly.

I'd hate for it to be a skin condition or an underlying infection and then tell you some home remedy to try while the cat is suffering.

I use food grade diatomaceous earth on my cat. It's a cheap and effective way to rid worms and fleas.

My cat is doing amazing with it. His fur is fluffy again, and he has stopped vomiting. Perhaps do some research and see if it will work for your situation?

Get some clippers and do a number two around all the bad areas.
