It can be many different things but if it works on some sites and not on others it may be something with audio codecs on your PC or the sites themselves have changed something.
Does the slider goes back to zero when you move the volume slider on video or it's just the audio that zeroes out?
First of all, try different browsers.
Can you give an example of a site that doesn't work properly?

Reset your IP & try again

Turn the speakers all the way up to 11

Also when you try to play those videos that don't work, try to click on Windows audio mixer icon next to clock. It should open volume sliders. Sometimes if the video is in flash you will get a volume slider that is separate from your browser and by default it is zeroed out.
In some browsers there is an option to mute tabs. Check out if you have that option and that it's not on.

Mac or Linux have the same audio mixer in system tray.

did you try a different browser? (chrome, opera, etc)

For the record, this was an old post of which the problem I would assume is now rectified.

But you lot are a considerate bunch taking the time to help out. It does wonders for the equilibrium at times here.........

I’m a decent chap & have been around here a very long time but with this moniker I have never had a ‘paid’ account (a good reason for this). This op very kindly decided to ‘upgrade’ my account.

Although it was unnecessary, it was a very kind gesture so I thought it only decent to show some reciprocation in some form.

So I looked at the op’s thread list & there were not any recent ones to interact with then I spotted this one which was 1 starred. Nothing more to it than being a little ‘defensive’ toward the op for his kind act........

go to 'sound'> properties > levels

go to settings > bluetooth if using blue tooth

I've seen sound so messed up it took 2 reboots to get it back

to much face touching

and face failing!

Oh, forgive me, I put the rather strange additions of ‘touching’, ‘face touching’ & the like down to some form of Tourette’s but it appears there may be some method to the stupidity...........

Would you care to explain so as to facilitate myself clearing up this discombobulation?

........ but only if it’s free Wi-fi afternoon at the clinic, I wouldn’t expect you to eat into your data allowance for such explanations.

It's for your own good OP. If the audio was not failing, you'd be face touching and wrong talking in no time.
