Truthfully trump needs to sign an executive order right now requiring dea/fda new regulations be added for legalize states.
One reason ,the Cartels could be selling under a state grow number right now.Importing illegal marijuana without growing one bit in the USA.
Every plant should be required numbered with a serial # and packaging must happen by the grower with serial number on package. Include a tax . This is basically giving cartels an outlet. Feds need to move to regulate now.
Anyone known or affiliated in anyway with family etc of drug cartels shouldn't be allowed to get a state license.

Washington state also took months to conduct extensive background checks of every applicant for a state license. It slowed down the initial licensing process by about 8 months to a year, but well worth it in my view.
