A judge will review each arrest and either a)send the prospective defendant home without posting bond or b)remand them without bail pending trial.

Sounds reasonable on the face of it but judges are either going to buried in cases needing review or will just rubber stamp releases, the latter being the more likely in my opinion since the trend in California is more and more towards keeping people out of the jails.
