The 2 adults in the video were babysitters. They were not the parents.
Why you would let someone that looks like that babysit your kids is beyond me though. Obviously the mom isn't the best either way.

Gosh, my child is 9 years old and I don't smoke, drink anything around him... I'm guessing the parents will be investigated too as this does look like it's a frequentl thing that's been going on considering how that little boy knew how to smoke that thing... Yep that baby took that smoke in and then blew it out of his nose...I was like wtf he's done that before!
