Only three days before probable landfall and it hasn't quite reached hurricane status yet, so there isn't much awareness about this storm in the media. Now we see there is potential for rapid intensification, this is a recipe for disaster, many people will get caught off guard.

No way you'd be able to sell your house, even at a loss - who would want to live there knowing they'd be faced with a $500/mo water bill?

Aquifer is kinda iffy down that way, but I'd still be looking seriously at putting in a well for non-potable water usage (laundry, cleaning, watering the garden, etc.) composting toilets, and a rainwater catchement & filtration system on all the rooftops (house, shed, barn, etc) for drinking water.
