I have a number of theories. I've done a fair bit of looking into potential classified or Russian satellite transits seen from the observatory, though I think some sort of threat or spying issue is the most likely possibility.

We don't know why they were ordered to evacuate, but they still have access to their data according to the director. If it were due to concern over classified data accidentally received the FBI could just be the enforcement arm while the DoD conducts its own analysis.
