There's a National "Do Not Call List," however you need the exact name of the company and the correct phone number. Since overseas companies scramble their phone and the Feds have no power with foreign companies anyway, there's little you can do to prevent having your day interrupted by hearing the phone ring for a possibly important call.

Instead of paying for a "Do Not Call List" they should pay the programmer to do the same damage to all scammers. That would slow it down.

I'd be interested to see this guy doing more in the future, can't see myself doing it though. I don't get many calls as it is so when it's a scammer I do like to take my time and keep the call going as long as possible. I guess it's the same reasoning as this person, the longer I string them along, then I know less calls going to the vulnerable.

The IRS will never call You and if they need to contact You it will be by certified letter.
