The FBI has forced evacuation of nearby residents, and won't tell the local Sheriff what is going on. It's mentioned in RSOE--and they are at a loss to explain it also.
Quoting: MarPep Tsk, the "nearby residents" are part of the facility/compound, as is the PO. What is it you don't get? The facility/compound, as a whole was evacuated.
