A guy over at ZH was saying this happened about 10 years ago not far away from today's disaster.

Apparently some knucklehead hooked up a high pressure feed line to the low pressure residential lines. The high pressure blew out all the pressure regulators at the homes and mayhem ensued.

Not as bad as today but the same thing.
