Virginia's first mandatory evacuation order has raised a knotty question many Virginians haven't had to consider before this week: Does mandatory really mean mandatory?

On Monday evening, Gov. Ralph Northam ordered mandatory evacuations for 245,000 residents of the state's lowest-lying coastal areas. The order took effect Tuesday morning.

Under Virginia's emergency laws, executive orders from the governor, including evacuation orders, have "the force and effect of law." Violations are punishable as a Class 1 misdemeanor, which can bring fines of up to $2,500 and up to a year in jail.

During evacuations for hurricane Ike in 2008 when the Houston area was expecting a direct hit from a class 5 storm, local law enforcement went around to those in very low lying areas who had declined to leave. They carried with them pens with waterproof indelible ink and made them write their names and SS numbers on the inside of their forearms. One cop even handed out toe tags.

Agree 100%. While those who choose to stay are not entitled to bitch about lack of rescue, they have every right to remain. I have done so through 5 hurricanes coastal Florida. Made my own repairs. Never asked for insurance or FEMA compensation. Helped my neighbors and kept them informed.

Cleaned up my own yard and flooding. I am 63. Have a chainsaw, used it myself. Took in elderly neighbors and animals.Gassed up and started my genny and ran lines to neighbors. Kept an eye out for looters. Lived 5 days to 3 weeks no power. Never noticed news stations or Red Cross around with compassion or charity.Daytona is off their radar.
Night before Matthew and Irma, I was the only one left on my block.
THe government has never done anything for my neigborhood.

Some asshole government official wants to fine me? Screw them.
