Why would this be an issue?

Agreed. And to those who argue terrorists will use drones: they're right. They will. But they're not going to register their drones and take the test, so all the gov't is doing is inconveniencing law-abiding hobbyists. The gov't is basically saying they own the sky and will be taxing us for putting a small piece of plastic in it for a few minutes at a time.
