So I read the "proposed law". it's not restricting you, it's making you responsible...big difference. you need to remember the airspace does not just belong to you. nor has it ever.

Requiring me to have insurance a licence and a transponder on my drone will make it not worth doing, also, if my drone hits you you will have a hard time explaining what you were doing flying below 100 ft anyway. You can join the AMA and have insurance coverage. Just fly by the safety rules that all AMA members should follow anyways and you will be fine.
