Here's the IP address that edited the Wiki pages:

143.231.0.0

It's found on the Wikipedia edits page. You can see the entries for Orrin Hatch and Lindsey Graham were deleted by Wikipedia. These edits were the doxxing.

What I don't understand is how can these people's IT staff(s) be so damned incompetent?!?!?!

I hide over 10,000 .Gov PC's and servers from the Internet via a single external IP address.

My home is near Richmond, VA yet my IP address is a Washington DC address hidden behind three service providers and a detail search makes it appear to be held by a registrar in Pennsylvania.

Clearly I am not paid enough for the job I do.

Honestly I do not see how the internal user could have been determined by an outsider without an Admin providing the information, which to me is a felony.

The .Gov pays me to secure our networks, if you're on the outside you have no access and don't know a damned thing unless I 'leak' it from my agency.

From my understanding, the IP made edits to Wiki pages of Senators Hatch and Graham (the doxxing). Wiki records IP address of all editors. This IP address is registered to U.S. House of Reps. If you Google search the IP it returns an previous email sent from the aide's official email. So the internal user came out to play on the WWW at least twice (wiki and email) and here we are.

Maybe it was Maxine herself?

It is possible for a user to reveal who they are.

However on the WAN I manage all outbound traffic goes through one single IP address. The Syn, Ack, and all traffic goes through the same external IP address. What WAN segment it is routed to internally is unknown to the world.

But... install any type of unapproved 'remote access' software and all bets are off as you may then reveal yourself.

I have learned that many .Gov staff are idiots that have no concept of security.

FWIW, A supreme Court Justice once sent their network credentials to a Nigerian scammer, so anything is possible.
