WASHINGTON (Sinclair Broadcast Group) — The U.S.-China trade relationship has dominated headlines in recent months, but it's the illicit drug trade that some lawmakers and experts believe should be moved to the top of the list of issues between the two countries.


Last year, more than 49,000 Americans died from opioid-related overdoses. The majority of those deaths, 60 percent, involved fentanyl, a synthetic opioid up to 50 times more potent than heroin. Between 2014 and 2016, the number of fentanyl-related deaths skyrocketed by almost 600 percent.

China leads the world in the production and supply of fentanyl and the chemical precursors used to manufacture the drug. Roughly 68 percent of all global fentanyl movements originate in China, according to the Defense Intelligence Agency.

The Securities and Exchange Commission has rejected the proposed acquisition of the Chicago Stock Exchange by a Chinese-led group of investors, halting a deal that had sparked an uproar on Capitol Hill and was criticized by Donald Trump during the presidential campaign.

In an order posted on its website Thursday night, the SEC said key parts of the deal were flawed. Those concerns were significant enough that the agency said it did not even need to address fears about Chinese government interference in U.S. markets, the main objection from critics.

The deal, initially proposed in February 2016, would have had China's Chongqing Casin Enterprise Group Co. as the lead investor in the exchange through a subsidiary, North America Casin Holdings.

What makes the SEC rejection so striking is that U.S. officials had already decided that the purchase would not pose a national security threat. In December 2016, under then-President Barack Obama, the Committee on Foreign Investment in the United States, an interagency group that examines proposed acquisitions for potential security risks, approved the deal.

Foxconn purchases downtown Racine property as part of 'Smart City' plans across state

Renamed Foxconn Place Racine, the building will house a co-working space and at least 125 company employees, and will serve as a model for Foxconn's "smart cities" program, said Alan Yeung, the firm's director of U.S. strategic initiatives.

Much of the building stands vacant. The entire second floor is inaccessible to the public. The principal tenants are branches of BMO Harris bank and the Robert W. Baird & Co. financial services firm.

Tuesday's announcement came one day after Foxconn opened a “Smart Cities – Smart Futures” competition in which the company will provide up to $1 million in prizes over the next three years to students, faculty and staff at Wisconsin colleges who generate winning ideas in the use of technology for such purposes as enhancing transportation networks, living spaces and health care.

Foxconn, which has begun building a $10 billion display panel manufacturing complex in Mount Pleasant, envisions its technology being applied in fields such as medicine and security that can benefit from high-resolution displays channeled over ultra-fast data networks.

"We are building Wisconsin into the next technology hub for the Midwest and also the United States," Yeung said Tuesday.

The purchase of the Racine office building is the latest of a series of initiatives announced by Foxconn across Wisconsin.

Over two days in late August, the company pledged up to $100 million to the University of Wisconsin-Madison, then said it will contribute $25 million to a new venture capital fund.

According to a Wall Street Journal report on Sunday, the Treasury is planning to introduce new curbs on the Chinese ownership of US technology firms, which would effectively amount to a ban on Chinese firms buying up American ones.

If implemented, the new proposals would essentially block firms with 25% or more Chinese ownership from buying US companies involved in what The Journal says is described as "industrially significant technology." The ultimate cutoff point for ownership has not been decided and could be higher or lower, The Journal said.

"The president has made clear his desire to protect American technology," Commerce Secretary Wilbur Ross said in a statement to The Journal on Sunday. "All possibilities that would better protect American technology, including potential changes to export controls, are under review."

Should We Allow the Chinese to Buy Any US Company They Want?
Letting Chinese corporations acquire American companies, especially energy or technology-based companies is the biggest threat to rebuilding American manufacturing.


We Americans blithely ignore the long-term effects of allowing foreign corporations to purchase the assets of our country in the form of companies, land, and resources. We are selling off our ability to produce wealth by allowing many American corporations to be purchased by foreign corporations. It is not just foreign companies buying our assets that is the problem ─ it is the state-owned and massively subsidized companies of China that are dangerous because China uses its state-owned enterprises as a strategic tool of the state. By pretending they are private companies abiding by free-market rules makes us the biggest chumps on the planet.

How many Americans paid attention to the news that the world's largest pork producer, American company Smithfield Foods, was acquired by a Chinese corporation in 2013? Shareholders approved the sale of the company to Shuanghui International Holdings Limited, the biggest meat processor in China.

Very few paid any attention to one of the earliest acquisitions by a Chinese corporation — when the Hoover brand was sold to Hong Kong, China-based firm Techtronic Industries in 2006 after Maytag, which owned Hoover, was acquired by Whirlpool.

In January 2014, Motorola Mobility was sold by Google to Chinese computer corporation, Lenovo, which means that the nation that invented smart phones is just about entirely out of the business of producing smart phones in America. This acquisition will give one of China's most prominent technology companies a broader foothold in the U. S. Lenovo is the same company that bought IBM’s line of personal computers in 2004.

Through strategic purchases, China is positioning itself to be our energy supplier as well. Since 2009, Chinese companies have invested billions of dollars acquiring significant percentages of shares of energy companies, such as The AES Corp., Chesapeake Energy, and Oil & Gas Assets. In 2010, China Communications Construction Co. bought 100% of Friede Goldman United, and in 2012, A-Tech Wind Power (Jiangxi) bought 100% of Cirrus Wind Energy.

China Won't Share Its Samples of a Deadly Flu Virus. Here's Why That's a Problem.

To protect people against the next flu pandemic, scientists need to know what flu strains are circulating and how they are changing. But such efforts can be stymied if countries don't share flu samples, and now, the Chinese government appears to be withholding samples of the dangerous bird flu virus H7N9 from the United States, according to news reports.

For more than a year, China has not provided samples of H7N9 to the United States, despite persistent requests from officials and research institutions, according to The New York Times.

Experts say samples of H7N9 are needed to develop vaccines against the virus and treatments for it.

"Jeopardizing U.S. access to foreign pathogens and therapies to counter them undermines our nation's ability to protect against infections which can spread globally within days," Dr. Michael Callahan, an infectious-disease specialist at Harvard Medical School, told The New York Times.

A new strain of H7N9 first appeared in China in 2013, and it has caused infections in both humans and animals. This virus is concerning because most people who develop infections with it become severely ill, according to the World Health Organization (WHO). Indeed, the virus has a 40-percent fatality rate, The New York Times reported. But so far, the virus doesn't appear to spread easily between people; most human infections were in people who'd had contact with live poultry or visited markets where the birds were sold.

In 2016 to 2017, China experienced a spike in human cases of H7N9, with 766 cases reported. In light of this recent outbreak, U.S. scientists want to study the virus's evolution. But this means they need access to flu samples from China.

"Given that this flu virus is a potential threat to humanity, not sharing it immediately with the global network of WHO laboratories, like CDC [Centers for Disease Control and Prevention], is scandalous," Andrew C. Weber, former assistant secretary of defense for nuclear, chemical and biological defense programs under the Obama administration, told the New York Times. "Many could die needlessly if China denies international access to samples."

Although Chinese officials originally provided timely information about H7N9 when the virus first appeared in 2013, communication on the topic has gradually worsened, with the country also refusing to share data from human patients infected with the virus, The New York Times reported.

The Next Pandemic Will Be Arriving Shortly

There have been five epidemics of H7N9 since 2013 in China alone, the most recent between the fall of 2016 and fall of 2017. Across these epidemics, among the 1,565 confirmed cases, about 40 percent of infected individuals died.
That is a staggering number that should frighten us all—particularly given that China, unlike other resource-limited states in Asia, has at least some capability to rapidly respond to emerging crises through its own Center for Disease Control and Prevention, which can deploy critical care and other public health emergency services.

Consider that it takes only one infected carrier of bird flu to escape screening or detection at a train station or airport to transform a local health crisis into a global pandemic. As there are over 60 nonstop flights between China and the United States daily, with an estimated total of 30,000 passengers traveling between the two countries each day, this possibility is more than a remote and existential threat. Transmission of bird flu to the United States is just a flight away, which is why durable investments in the Global Health Security Agenda are so important, allowing the U.S. government to address deadly pathogen transmission early and hopefully to do so before it reaches U.S. shores.
