There is no use attempting to explain anything to the witch. She is a fractal of Babylon. She will be devoured and dismembered by the kings of the earth. There is not understanding in her. There is nothing but emptiness in her, and to the void she goes.

It's not at all talking about someone like Serpent Maiden. I don't think she is putting any evil spells on anyone. She isn't at all like the ones that were putting spells on President Trump to the best of my knowledge.
