It would become a self reinforcing logic dynamic: Among those who are not automatically immune: "'They' don't get prosecuted for doing that so we shouldn't either." which then leads to a circular dynamic: Among the "immune" types: "'They' are now getting away with it too, so we should do more of it now!! since we are immune from prosecution anyway" Round and round the dynamic goes, self reinforcing at every stage.
