Statement From McSally Campaign on State of the AZSEN Race

PHOENIX -- Statement from McSally Campaign CEO Jim Bognet on the current state of the Arizona senate race:

"With half a million ballots left to count we remain confident that as votes continue to come in from counties across the state, Martha McSally will be elected Arizona's next Senator."

BACKGROUND: Data modeling shows that as remaining ballots are counted, our opponent's small lead will disappear. The mail-in ballots counted in Maricopa County today arrived at the County Recorder’s Office on days when Republican early voting turnout was significantly diminished. As County Recorders across the state continue to report numbers, the largest tranches left to count are mail-in ballots dropped at the polls on Election Day. We expect these approximately 200,000 votes to strongly favor Martha because significantly more high propensity Republican early voters had not turned in their early ballots as of Election Day.

What I want to know is just why in the world AZ is apparently so horribly inept at running elections and counting ballots.

Is there something they do dramatically differently than other states that leads to this delay and level of stupidity?

Is it because they allow 'early' voting when most states don't (other than absentee) leading to a ton more of these manual paper ballots left to count as opposed to immediate tabulation or something?
