IMO, votes should not leave the polling place until counted (by more than one source), certified, and then put in a lock box under a special seal and delivered to the county with a clear chain of custody. I monitored my own polling place, once, when Ron Paul ran. Ballots went into a locked steel box with a seal not be broken until delivered to the county. Unfortunately, while the ballots were paper, they were still machine counted.
