Humans on this earth follow whatever is the highest law of which they are aware, if they have the highest aim. Non-Christians can only follow the best they know, which is the Rule of Law. Our task is to be about praying them into the fold, so that they become aware of the highest law. Meanwhile, Rule of Law is far better than not.
