Technically there is no need for any such "chipping" as it relates to security.

My .Gov datacenter just moved twenty miles to the center of a nature preserve. The buildings are surrounded by a four hundred foot clear zone [death zone] so no stealth approach is possible, armed guards ensure security, and access is via retinal scanner.

"Chipping" people has NOTHING to do with security or access to any system or location. Anyone claiming otherwise [like an employer] has an ulterior motive or is acting upon ignorance or misinformation.

Retinal scanning is non physically invasive and is how the Government ensures security, no "chipping" is involved.
