He is basing his argument on the number of spotless days. We had more spotless days in 2009 and 2008 (recent history).

Spotless Days

2018 total: 190 days (60%)
2009 total: 260 days (71%)
2008 total: 268 days (73%)

Prove it. And please refrain from calling me "dummy", I'm not a dummy. I've been studying space weather for 30 years and have NEVER seen anyone attribute solar minimums and maximums to weather. This is absurd and ridiculous. If this theory was true, then our weather would fluctuate like a son of a bitch, based on the amount of sunspots we've had some years, we'd be french fried by now. So if you want to find "reasons" to justify it, go ahead. I'm done on this thread.
