Black Friday-Need suggestions for decent laptop and download service

I am looking for a decent laptop that can handle a download service for videos and books for a family member who will be offline for extended periods of time in the coming year.

I was looking at Playon as a possibility to use Tbh the requirements for the laptop desktop version are hard for me to figure out...and the desktop version doesn't work on a Chromebook...which they have...so I was wondering if anyone had used it and if it is any good..

Is what I was looking at..

They have a mobile version, but it seems expensive...Like .25 a download and they want to have access to a lot of content...plus need something to store it on...the laptop version is free as far as number of downloads...

Was looking at the dell laptop models...but not sure which ones could handle the space requirements for the playon program and the storage needed for the programs and books...

They are not a gamer, but do those types of laptops have a lot of storage..

Please, not looking to buy someone's used laptop...I won't be buying it but may try to contribute to the cost and need the cheapest most efficient and with the Black Friday sales I need help..
