Funny, I had a thought the caravan might be a decoy just a little while ago myself, but not perhaps the way the OP author thinks. If I were illegally trying to cross the border, I would see the caravan as a perfect distraction and sneak across at some other part of the border, as far away from the caravan as possible. Perhaps this is what's planned, while all eyes and military are on the caravan - a massive crossing elsewhere.
