Friday the thirteenth is considered unlucky because on Friday, October 13, 1307, scores of French Templars were arrested, including the order’s grand master Jacques de Molay, hence the Friday the 13th stigma. You are correct that the French King Philip IV secretly ordered the Templars in France arrested en masse in Friday October 13, 1307, hence giving the date its infamous reputation. However, the OP is also correct that the Pope issued a papal bull (under pressure from Philip IV) nine days later that officially called for the arrest of Templars and seizure of Templar land throughout all of Christendom.
