You guys are missing the obvious. Look at the HDEV camera from today. Compare it to the HDEV video from the article.

Notice anything glaringly different, other than the lighting angle? How about the fact that a Cygnus capsule is docked in the current image and isn't in the article? That was docked to the station back in mid November.

This video is old, lord only knows from when exactly but it's weeks old. Incidentally, looking back a couple weeks before Cygnus arrived on the station, there was blue glare visible at that point in the camera when the sun angle was right for it (41 minutes into the recording):

Of course, it doesn't look nearly so mysterious when it's not filmed off a screen by a potato camera. And note, this isn't even the same video used in that article, it's a totally different orbit probably on a different day around the same time period give or take a couple weeks. It just appears any time that camera is on and the sun angle is right to produce that glare.

Looks to me like a cloud.. Looks to me like a cloud of evaporating rocket fuels expanding, probably from the station or pod's orientation thrusters or docking mechanisms

Or maybe some kind of upper atmosphere cloud, but perspective is skewed on such pictures, hard to tell if it's a little 1 inch long puff in front of the window or a comet larger than the sun type of long distance view. (Remember that comet? it was all blue hued wasnt it?)

figure out timestamp of feed, identify geostationary position, observe if any ground based footage of the sky from that geographical area showing ufos exists

Or, given that the video is weeks old and may not even be in the Ustream archive anymore for HDEV, just look up one of many videos that shows the exact same blue reflection on every orbital sunset on that camera the last few weeks, no matter where ISS is. Strangely, I didn't see a giant blue object following ISS when I tracked it a few weeks ago.

Also incidentally, the video shown in the article can be no newer than November 19th, 3 days after my above filming of ISS itself, given the absence of the Cygnus cargo ship in the footage.
