US military spending is $610 bl. compared to Russia's $66 bl. Funding long-term military operations in South America would be incredibly costly for the Russians--not just to fly in planes, but to establish even a base level of logistical support, weapons, etc. Although Venezuela has acquired significant Russian anti missile and aircraft systems, their ability to use them in actual combat is questionable. Thus, any airports and/or Russian assets on the ground are in danger of being taken out. Its one thing for Russia to defend its own borders, doing so thousands of miles and hemispheres away wouldn't seem like the smartest or most cost efficient military strategy.
