read the letter Rosenstein gave to Mueller which outlines the 3 directives Mueller was to follow in the investigation

the first directive was about investigating if there was any coordination between the russian government and ANY INDIVIDUALS associated with the trump campaign


but then there is directive 2

which says Mueller is to also investigate ANY MATTERS THAT AROSE OR MAY ARISE DIRECTLY FROM THE INVESTIGATION

that means ANYTHING Mueller discovers in the course of investigating the first directive, russian collusion, he can pursue

so if trump made a campaign finance violation paying off a porn star, then that falls under directive 2

if through investigating russian collusion Mueller finds all kinds of other crimes trump has been a part of or committed, directive 2 allows him to go after trump for any of those other crimes
