If the Democrats do not give us the votes to secure our Country, the Military will build the remaining sections of the Wall. They know how important it is! This done to tie Trumps hands on the wall building. A special appropriation? Not typically for something of this size. A special appropriation takes, literally, an act of Congress. The 2019 Budget Year is Trumps first opportunity to get funding for the wall.
