Then the special needs school gets well paid for all those "difficult cases" that aren't really so difficult. And the really difficult ones? Too much trouble.

why ? most likely due to bringing him to school to be enrolled in either preK or kindergarten and theee school seeing there is something abnormal,leading to them getting evals done by their team,leading to their assessment and placement-then IF the parents objected to their assessment and placement they are threatened with CPS under the heading of negligence and abuse---not kidding here either--went through it all,called them on their threat BUT had to get a thorough eval which of course is a superior evaluation than their crap,paid thru the arse,was still threatened as NO PUBLIC SCHOOL IN the district would enroll unless special ed, so was able to get him into a private school where he thrived but had to return to the public school system upon age 14 and they could NOT place him due to reading at grade level etc--
ONCE you get in their web, it is extremely hard to get them off your back--so most likely they innocently brought him in to be enrolled never expecting to be dealing with the actual and factual HELL special ed IS. Child is lucky he only suffered verbal abuse.
