I've seen three form at the ground. Have seen 3 or 4 dip out of the sky. So, it's both.
Quoting: Moon&Stars IMO the dipping is an optical illusion. It's the force of the updraft rising from the ground making it appear like it's dipping. When you observed this did the funnels appear to jump/jerk around? That's been my personal observation. The funnels jerk around as if they're twitching. Correct, the vortex forms in the storm, first horizontally. Once it achieves sufficient velocity it starts to stand up. This in turn sucks cloud base into the top of the vortex, forming the funnel cloud. Once the vortex reaches the ground, it starts sucking up dirt and debris which completes the column from the ground up. The vortex, from the base of the funnel cloud downward, is invisible until it reaches the ground and starts sucking up debris. [ link to www.youtube.com (secure)]
