Hell, a shotgun with field shot would take them down if they are low enough when flying near the shooter. Field shot is very effective on all flying game. And each pellet is so small and light, they are very unlikely to cause harm and damage when gravity pulls them back to the Earth. The nutless authorities can tell tell all citizens to stay indoors while they man areas around the airport with shotguns. It’s not that fucking hard to end this in a short amount of time. Western governments are now run by the lowest number of brain cells. Edited to add: I have been in the path of falling field shot on dove shoots and pheasant hunts. So I know from first hand experience it is not very dangerous when falling from the sky. It feels like large sleet when it hits me.
