This is just a slightly new spin on the annual lecture we get from SJW Christians that the Holy Family was "homeless." The places of lodging in Bethlehem were not "closed" to Mary and Joseph. They were already occupied because the Roman government forced them, along with lots of other Jews, to travel there to be taxed.
This pope's leftist agenda is more important to him than his faith.
