Puerto Rico ... WOULD ... become a state "IF" the people of PR clearly voted for it. The rest of the US would easily accept them as a state if that would occur.

Because of the "Independence Movement" of some Puerto Ricans, remember they shot up the US Congress, House Chamber in 1954, shooting 5 Congressmen, AND attempted to assassinate President Truman in 1950 with an attack on Blair House, where he was living at the time as the White House was rebuilt, the vote would have to be MUCH more than a majority, more like a minimum of 2/3, 3/4 in fact would be more acceptable to the rest of the country.

Puerto Rican's are clearly of two minds on the issue. Some still want independence, others do want statehood - particularly the young, are very closely tied to the United States mainland and enjoy their ability to move to the US mainland and have the benefits of US Citizenship with no restrictions.

As for DC ... if statehood that is important to someone who lives there they can just move a few miles away, into Virginia or Maryland, and be in a State. There are solid reasons why the "local's" of the government's home town were NOT granted statehood by the founding fathers.

In reality maybe it's time to EXPAND the city limits of DC to include most of the DC urban complex (the founding fathers could never have envisioned DC being the physical size it is today) and make ALL of those people citizens of DC, but NOT of any state (ie: still NOT allow DC to be a state)
