I don't think the pics depict either the dog or the owner. Dog may have been on leash, they have 15' leashes these days, but in public trails they need to be reined in. The dog may not have attacked and only tried to jump up on the jogger, but to people not experienced with dogs, that is an attack as they can't distinguish the dog's intent.
