There is a huge difference between a national emergency and martial law. You need the latter to restrict domestic travel on any kind of grand scale. Shutting down ports of entry and restricting travel to them or near them? Sure, that could be handled under a national emergency declaration. But to prevent US citizens from daily travel throughout the entire country or even a single region would require martial law and military enforcement.
