They do have "alcohol free zones" where the stores can't sell alcohol. Like towards the waterfront / tourist area. It's weirdly effective. At night crossing the border into the alcohol allowed area can be like entering a war zone. Hordes of sketchy characters hanging around the "convenience stores". I would say that everywhere outside the no alcohol / tourist zone is a "bum area", tents, feces, hard drugs. I haven't been there in a few years, but I hear it's only gotten worse. |
