Many years ago, Husband and I got behind car of an older black couple. They had their small dog dragging on leash outside side door. It took several minutes to get them to stop. We blowed horn, rode beside them screaming at them and they seemed oblivious. They finally, stopped and when they realized poor dog was being dragged they just casually threw it in the car and took off. I was screaming take it to the vet. It had bloody paws also. They bothered me for a long time and prayed they took it to vet. Don't think they did it on purpose but some people are just too clueless to own pets.
