I am clueless as to the legal workings behind this. Will the government reopen if he declares the wall a national emergency?

Re: If Trump declares the wall a national emergency does that free up the gov to get back to work?
NO! It doesn’t free up the government until and unless the Senate and the House vote on funding bills and either override the presidential veto or the president signs the bill the house and senate have approved.

BTW: It takes 2/3rds of the HOUSE and SENATE to override a presidential veto. And they are very close to having the numbers already. That’s why Trump is going to use the declaration of an emergency where none exists. This declaration will be stopped by the courts is my best guess. It may take a year of litigation but it will in the end, be stopped and Trump will pay a hell of a price for the misuse of power.

so are you saying if it goes to court, the federal government will be out of business for up to a year? It's a hell of a strategy by Trump and could be a liability for him but I think the dems would cave in to his demand once people affected by it start to yell at them give him the money!

Under a National Emergency, hopefully declared today, Trump can do whatever he likes. Allocate funds etc. In fact, under Northcom a declaration of a National Emergency would allow America to take over a huge part of Canada's infrastructure as well. Toss in Obummers EO from 2012 [link to www.rt.com (secure)]
And you can see where this goes...
“Around the world, responsible nations must defend against threats to sovereignty not just from global governance, but also from other, new forms of coercion and domination.”

NO, we signed up for Northern Command. Had nothing to do with Trump. I guess this your first rodeo.

I sure hope not. At least not automatically. Although with the wall off the table, they'd probably agree to something and unfortunately reopen government.

Just when some of those govt workers were going to get really motivated to find real jobs.

After a year, the wall will be in place. And I doubt that a court would say this isn't an emergency. The border problems are real, even liberal "fact checkers" aren't challenging them.
