If President Trump were to approach it as a humanitarian action, he would probably get the support of every congress out there, you know? When you approach a problem from a positive, loving-kindness perspective, you create goodwill and peace - but if you come at it from the opposite direction.. well of course you'd get the opposing reaction.

For example, the President could say: "alright, give us the money to build our defenses properly, and some of that will also go towards helping the legitimate people at the border".
