so in March of last year, he was planning changes to H1-B visas because "jobs must be offered to Americans first" and now he is keeping H1-B visas *plus* allowing the immigrants to become citizens and stay.

Many democrats voted for Trump in 2016 only because he promised to go after h1b1 fraud which he never did but promising to offer them citizenship now. He needs to get off the bed and talk to the American workers who got replaced by h1b1 young workers from India at Disney and Sun Edison.

I'm not disagreeing with you. The point is that people like Java developers are highly skilled and require a degree. Those are the jobs that new American college graduates are looking for.

Once they become citizens, they are here for good, competing for more highly paid management positions.
