That is exactly how conquest through subversion works.

You have your agents (Obama etc) in place and they tell the people that a wall is important, but they never actually build it. They just tell the people what they want to hear and all the while your revolutionaries pour across the border by the millions.

You see the cultural Marxists figured out that homogeneous white societies are not inclined to be revolutionaries, because they are normally just too busy living their lives.

You cannot have a revolution without revolutionaries and this is why mass immigration is allowed to happen.

These people pour into the targeted countries, whilst the subversives portray these illegal immigrants as victims. This is done to ensure that the immigrants become active as revolutionaries in order to rise up against the host nation and to destroy the targeted society.
