we used to have HIGH SECURITY steel doors locks and hasps at work. They needed to get a lock off one time, the Crews with their big cutting torches and fancy equipment literally gave up after 2 days. They had to fly in a special team with special equipment that we were not allowed to even see. (this was on a Military Base)

Oxy acytelne can cut through that in like 30 seconds. You could leave a little bit on and push the top piece over. I used to cut huge steel piles with ease. Torching is actually pretty unbelievable

The wall is a deterrent, not an impenetrable barrier - sensors and cameras would detect any and all attempts a breaching it. It wouldn't take long for agents to catch anyone who did manage to get through. So now, in addition to unlawful entry into the United States you will be charged with destruction of govt. property.

Several Observations.

The center is concrete, that would need to be cut with a diamond or carbide disk.

Getting to the back side to cut it with an oxy-acetylene torch would be difficult. Would you reach through and aim it back at itself?

If you ran a piece or two of 1" rebar down the center of the concrete that would make it even more secure.

If you used some of that ultra high strength cement like used in the Berlin Wall that would be even better.

Wouldn't be to hard to cut the backside of it really just stand off to the side to avoid spray. I could be wrong. Anyways not all that easy to do.
